(1) As mentioned in the restrictive phrase of subsection (8) of Section 3 of the Act, those who wish to open a school shall submit an application to the Ministry in the format prescribed by the Ministry for permission or approval.
(2) If an application is received according to sub-rule (1), the Ministry will examine the documents received with the application and if the application is found to be reasonable, it may give permission or approval to the applicant to open a school in association with a foreign educational institution. However, no permission or approval will be given to open more than one school except on the recommendation of one diplomatic mission, as there is an agreement with the Government of Nepal.
